Constitutional carry allows anyone who is legally allowed to posses a firearm to carry that firearm without a permit from the state. It does not expand access to firearms or allow any new categories of people to carry. Currently, it is legal for law-abiding citizens to carry a firearm if the firearm is visible. Firearm actions are one of the three basic parts of a firearm: action, stock and barrel. Actions of a firearm did not exist until the mid-to-late 1800s. Prior to the development of modern actions, firearms had locks. This is where the old phrase, “Lock, stock and barrel,” originated from.
